e-SAKSHI Application for Members of Parliament

The MPLADS e-SAKSHI Mobile Application, introduced by the Ministry of Statistics and Programme Implementation (MoSPI), is set to transform the way Members of Parliament (MPs) interact with and oversee development initiatives in their respective constituencies.

  • The introduction of the e-SAKSHI mobile application signifies a major progress in the implementation of the Member of Parliament Local Area Development Scheme (MPLADS) in India. Led by the Union Ministry of Statistics and Programme Implementation (MoSPI), this digital endeavor seeks to revolutionize the manner in which MPs participate in and oversee development initiatives in their respective constituencies.
  • The platform offers MPs with convenience, ease of access, and immediate availability to propose, monitor, and supervise projects, thereby improving the decision-making process and facilitating prompt responses to emerging needs or concerns. 
  • The application ensures transparency by delivering instant updates on the status and progress of proposed projects, thereby promoting accountability and fostering public trust in the allocation and utilization of MPLADS funds..

About MP Local Area Development Scheme

  • MPLADS, which was established in 1993, is a fully funded central sector scheme by the Government of India. It enables Members of Parliament (MPs) to suggest developmental projects that prioritize long-lasting community assets, according to the needs felt locally.
  • Each MP is granted an annual allocation of Rs. 5 crores for these projects, which encompass the construction of infrastructure such as toilets and bridges, as well as the provision of essential services like drinking water and electricity.

Prior to the introduction of e-SAKSHI, the process primarily relied on paper-based methods, resulting in numerous administrative difficulties. e-SAKSHI App is designed with the keep in minds five pillars of Good Governance. Those Five Pillars are:

  • The application has been designed to streamline the fund flow process for MPLADS, resulting in smoother and more efficient financial transactions.
  • Members of Parliament can now monitor the progress of projects at every stage, from fund approval to implementation and completion, in real time.
  • This functionality eliminates the possibility of fraudulent projects by providing concrete evidence of progress.
  • By making all project details accessible through the application, the risk of corruption is significantly reduced, promoting public trust.
  • The application facilitates direct communication among MPs, stakeholders, officials, and beneficiaries, ensuring that concerns are promptly addressed.

The implementation of e-SAKSHI through MPLADS represents a significant step forward in achieving digital governance, thereby improving the effectiveness, openness, and responsibility within public administration.
